RAILWAY loan negotiations.

Peking, June 4, 1909.

In reply to your telegram No. 104 of yesterday's date, I would suggest for your favourable consideration that the bank here should be empowered to proceed to the signature immediately, as there is, in my opinion, reason to fear that the agreement may not be concluded.

Peking, June 4, 1909. PLEASE refer to the last paragraph of your telegram No. 103 of yesterday's date respecting the railway loan negotiations.

I have requested Liang Tun-yen to use his influence with Chang Chih-tung so as to secure some such assurance on behalf of the British and Chinese Corporation as suggested by the bank, and have obtained his promise that he will do his best in that direction.

Liang was anxious to impress me with the necessity for the signature of the loan agreement without delay, urging the increasing agitation amongst the provincial gentry, and especially the endeavours of the Americans to renew their claim to a share in the railway from Hankow to Chengtu.
